The Birmingham Design Review Committee postponed a decision to tear down an empty electrical substation on Powell Avenue.
Alabama Power Co. submitted a plan to remove the vacant building and erect a brick perimeter wall. The proposal also includes merging the current lot with a neighboring parcel to build a replacement facility.
James Douglas, an environmental specialist for the utility, presented the project to the committee on Monday. He pointed to safety issues at the old structure, noting that the building has stood empty for years. Douglas stated that the utility received complaints last week from the UAB Administration Building regarding trespassers. He explained that police had recently cleared individuals from the site and that staff had bolted doors to secure the interior.
Members of the committee focused on the visual impact of the proposed barrier. They noted that four or five different design concepts for the wall had been discussed in a prior work session to improve its appearance. Cheryl Morgan, a committee member, argued that the structure should enhance the walking experience for locals. She stated that several methods exist to achieve that goal, suggesting the current flat brick design was not the only option.
The committee scheduled to revisit the demolition request at its next meeting on Nov. 18. Alabama Power said in a statement that the property supports local operations and that the new site will help staff serve customers in the Birmingham metropolitan area and Jefferson County.
The utility expressed appreciation for community support as it works to complete the project safely and responsibly.
