Newark City Hall will close its doors on Tuesday, Nov. 3, for the presidential election, suspending the majority of non-emergency government services for the day. While the main administrative building goes quiet, the city is keeping critical infrastructure and emergency response teams fully operational to ensure residents can continue with their daily routines.

The Department of Public Works will continue its regular schedule for trash and recycling collection. Residents must place carts on the curb between 7 p.m. and 10 p.m. on the night of Nov. 2 to ensure pickup on the morning of the 3rd. However, the Department of Public Works Service Centers will remain closed, meaning residents cannot drop off items or address service issues at those locations during the holiday.

Several key administrative departments will halt operations. The Department of Health and Community Wellness will close its inspection services and health clinic. The Bureau of Vital Statistics will also be shut down, preventing residents from applying for permits, birth certificates, name-change certificates, or marriage licenses. Additionally, the water and tax bill payment counters at City Hall will be unavailable for face-to-face transactions.

Emergency response remains the top priority. Police, fire, and other uniformed emergency services will operate on their normal schedules. Within the health department, the Medical Director and the Division of Surveillance and Prevention will stay on call to handle any public health emergencies that arise during the election day.

The Municipal Court building will be closed to the public, but judicial business will not stop entirely. A judge is scheduled to preside over bail hearings for defendants currently in custody. For those needing to settle outstanding fines, the city directs residents to the online portal at www.njmcdirect.com.

To process payments for parking and traffic tickets through the website, individuals need their specific summons number, including the prefix, and the City of Newark’s court code, 0714. This digital option allows residents to handle court financials without visiting the physical location while the main offices are dark.

City officials emphasize that these closures apply only to non-emergency administrative functions. The goal is to balance the holiday observance with the continued need for essential services, from waste removal to emergency medical oversight, ensuring the city functions smoothly while voters cast their ballots.
